WOODSIDE FIRE PROTECTION DISTRICT
WFPD Ordinance 24-01:
What Every Woodside & Portola Valley Homeowner Must Know
WFPD Ordinance 24-01 is the most comprehensive local defensible space ordinance in the Bay Area. It applies to Woodside, Portola Valley, Emerald Hills, Ladera, Los Trancos, Vista Verde, and portions of Skyline Blvd. Skyline Tree Experts is fully versed in every requirement — and we handle compliance documentation for you.

Zone 0: Ember-Resistant Requirements (0–5 ft)
All combustible materials must be removed from the immediate structure zone. This is not a vegetation maintenance zone — it is a non-combustible zone. No mulch, no plants, no organic debris.
-
Non-combustible hardscape only within 5 feet of all structures
-
Remove all mulch, bark, and wood chips from this zone
-
Metal or concrete gutters required — no wood
-
All exterior vents must be ember-resistant (1/16" mesh or smaller)

Zone 3: Access & Road Clearance
Emergency vehicle access is a life-safety requirement under Ordinance 24-01. Many hillside driveways in Woodside and Portola Valley do not currently meet these standards.
-
10 ft horizontal clearance from road edge
-
13'6" vertical overhead clearance (fire engine cab height)
-
Address numbers visible from the road
-
Knox Box or WFPD-registered gate access required
.jpeg)
Zone 1: Vegetation Standards (5–30 ft)
Maintained, irrigated, low-fuel vegetation. This zone must be actively managed — not just cleared once. Skyline provides scheduled maintenance visits to keep Zone 1 compliant year-round.
-
Grasses and forbs: less than 4 inches when dry
-
Tree limbing: 6 feet from ground (or lower 1/3 for trees under 18 ft)
-
Horizontal spacing between shrubs based on slope
-
Remove dead vegetation, leaf litter, fallen branches continuously

Grass Standard: Under 4 Inches Year-Round
Ordinance 24-01 applies not just during fire season but year-round. Dry grasses and forbs throughout your entire 100-foot defensible space zone must be maintained below 4 inches.
-
4-inch maximum for all dry grasses and annual vegetation
-
Year-round enforcement — not seasonal
-
Applies to all improved parcels within WFPD jurisdiction
-
Skyline provides spring and fall maintenance visits for compliance

Zone 2: Fuel Reduction Requirements (30–100 ft)
Reduce fire intensity. Space vegetation, remove dead material, thin canopy. Biofuel hauling required — cut material cannot be left on-site. Hillside properties require specialized crew and equipment.
-
Space out trees and shrubs — eliminate fire corridors
-
Remove dead trees, snags, and all fallen debris
-
Canopy thinning to reduce ember production
-
Haul away all biofuels — no on-site debris piles

⚠️ Real Estate Disclosure Requirement — Woodside Sellers Take Note
Under Ordinance 24-01, sellers of improved parcels within WFPD jurisdiction must document fuel mitigation compliance at the time of sale or include specific escrow language. If your property is not in compliance, this can complicate or delay your closing. Skyline provides full compliance documentation and reports suitable for real estate transactions.
TOWN OF PORTOLA VALLEY

WFPD Coverage + Town-Specific Programs
Portola Valley is fully covered by the Woodside Fire Protection District and subject to all requirements of Ordinance 24-01. -
Pre-sale inspection required for all WUI-designated residential properties — effective July 1, 2021
-
Certificate of compliance must be in place before escrow can close
-
Non-compliant properties face delays or specific escrow disclosures under Ordinance 24-01
-

MORAGA ORINDA FIRE DISTRICT
MOFD Ordinance 23-03:
Orinda & Moraga Defensible Space Requirements
The Moraga-Orinda Fire District covers Orinda, Moraga, Canyon, and surrounding unincorporated areas. MOFD's slope-based brush spacing formulas are unique in the Bay Area — and stricter than standard CalFire requirements. Skyline serves Orinda hillside properties and knows exactly what MOFD inspectors look for.
Grass Standard: Under 3 Inches (Stricter than CalFire)
MOFD requires grasses and weeds cut to less than 3 inches — one inch stricter than CalFire's standard 4-inch requirement. This applies year-round across your entire defensible space zone.
-
3-inch maximum grass height — stricter than CalFire's 4 inches
-
Applies year-round, not just fire season
-
Includes all weeds, annual grasses, and dry forbs
Free MOFD Programs for Orinda Residents
MOFD offers several free programs for eligible residents that Skyline can help you access. These are underutilized — most Orinda homeowners don't know they exist.
-
Free vent mesh and gutter guard program for eligible properties
-
MOFD chipper program for vegetation debris removal
-
Free MOFD fire inspection and assessment available by request
Parcel Size
Requirements
MOFD has different requirements based on parcel size — a distinction that many general contractors miss. If your Orinda property is over 1 acre, the fuel break requirement covers your entire perimeter.
-
Parcels under 1 acre: entire parcel maintained for defensible space
-
Parcels over 1 acre: 100-foot fuel break required around entire perimeter
-
Tree limbing: 6 feet from ground on all trees throughout the zone
MOFD Inspection Process
MOFD actively inspects all 14,000+ parcels within its district and responds to neighbor complaints year-round. Knowing what inspectors look for — and having documentation ready — is critical.
-
MOFD inspects properties and issues citations for violations
-
Inspections occur year-round, not just before fire season
-
Skyline provides written compliance reports for MOFD inspections
-
Zone Zero ember clearance under active consideration for mandatory status
STATEWIDE BASELINE LAW
California Public Resources Code 4291 establishes the statewide minimum defensible space requirement for all structures on properties in State Responsibility Areas (SRA) or Very High Fire Hazard Severity Zones (VHFHSZ). This is the floor — not the ceiling.
The critical distinction: local fire district ordinances like WFPD Ordinance 24-01 and MOFD Ordinance 23-03 can be — and are — more restrictive than PRC 4291. Skyline always applies the most restrictive standard that applies to your specific property. We know the difference. Most contractors don't.
"Local ordinances can be MORE restrictive than PRC 4291. WFPD Ordinance 24-01 and MOFD Ordinance 23-03 both exceed the CalFire baseline in several areas. Skyline applies the strictest applicable standard to every property we service."
Properties in CalFire-designated Tier 2 and Tier 3 Fire Hazard Severity Zones face the highest risk — and the most scrutiny from homeowner insurance companies, who are increasingly conditioning coverage renewal on verified defensible space compliance.
Required Defensible Space
100 feet around all structures on qualifying properties
PRC 4291 baseline — local ordinances may require more
Maximum Grass Height (when dry)
4 inches — WFPD matches this; MOFD requires 3 inches
Remove dead vegetation, leaves, needles year-round
Tree Branch Height from Ground
Minimum 6 feet of vertical spacing from lowest branches
10 feet clearance required around exposed wood piles
FHSZ Map Check
CalFire publishes Fire Hazard Severity Zone maps by county
Most of Woodside, Portola Valley, and Orinda are Tier 2 or 3
CalFire Enforcement
Inspections and fines for non-compliant properties in SRA zones
Violations can result in financial penalties and forced compliance
WHAT WE DO
Skyline's Fire Prevention
& Defensible Space Services
Every service we provide is designed to meet or exceed the specific fire district requirements for your property — with full compliance documentation included.

Weed Abatement & Brush Clearance
Full removal of dry grasses, weeds, and invasive brush throughout your defensible space zones. We meet the 4-inch (CalFire/WFPD) or 3-inch (MOFD) grass standard and haul all biofuels off-site — no piles left behind.

Vegetation Management & Canopy Thinning
Large-scale vegetation reduction across Zone 2 properties. We space trees and shrubs to reduce fire intensity, remove dead trees and snags, and create fire breaks that slow wildfire spread toward your structure.

Tree Limbing & Ladder Fuel Removal
Precision trimming to achieve the mandatory 6-foot clearance from ground to lowest branch throughout all zones. Removes the ladder fuels that carry ground fire into tree canopies and then onto your roof.

Road & Driveway Access Clearance
WFPD-compliant Zone 3 clearance: 10 ft horizontal, 13'6" vertical overhead for all access roads and driveways. Ensures fire engines and emergency vehicles can reach your property during an incident.

Zone 0 Ember-Resistant Clearance
Complete removal of all combustible materials within 5 feet of your structure — including mulch, woodpiles, plants, and organic debris. This is the single most important zone for home survival during an ember attack.
Dead Tree & Hazardous Material Removal
Removal of dead trees, standing snags, downed logs, and accumulated dry debris — all of which become ignition sources and ember producers. Includes crane-assisted removal for challenging hillside terrain.
PROTECT YOUR COVERAGE
Defensible Space &
Your Homeowners Insurance
California's insurance crisis has made defensible space compliance critical not just for fire safety — but for maintaining your homeowners insurance policy. Here is what Bay Area homeowners need to know.

Can Defensible Space Help You Keep Your Insurance?
Many California insurers — including State Farm, Allstate, and Farmers — are now conditioning policy renewal on verified defensible space compliance, especially in Tier 2 and Tier 3 Fire Hazard Severity Zones. Without documented compliance, you risk:
-
Policy non-renewal at the end of your current term
-
Mid-policy cancellation if an inspection reveals non-compliance
-
Forced placement in the California FAIR Plan (last-resort insurer) at significantly higher rates
-
Inability to sell your home without documented compliance (WFPD real estate disclosure requirement).
-
✓ Skyline provides written compliance documentation acceptable to all major California insurers.

COMMON QUESTIONS
Fire Prevention FAQs:
What Bay Area Homeowners Ask
How much does defensible space cost in the Bay Area?
Costs range from $800–$2,500 for a standard residential property to $3,000–$8,000+ for large hillside estates. Woodside homeowners may qualify for the $3,000 matching fund (50% reimbursement). Every estimate is free, on-site, and zone-specific — we never quote defensible space over the phone.
What is WFPD Ordinance 24-01 and does it apply to me?
WFPD Ordinance 24-01, adopted April 30, 2024, applies to all improved parcels within the Woodside Fire Protection District — including Woodside, Portola Valley, Emerald Hills, Ladera, Los Trancos, and Vista Verde. It requires year-round defensible space maintenance with Zone 0–3 compliance and is actively enforced. Call us if you're not sure whether your property falls within WFPD jurisdiction.
Can I get fined for not having defensible space?
Yes. CalFire PRC 4291 violations can result in fines and forced compliance. WFPD Ordinance 24-01 and MOFD Ordinance 23-03 add local enforcement with their own penalty structures. Under WFPD Ordinance 24-01, Woodside and Portola Valley sellers must also disclose compliance status at real estate sale — non-compliance can delay or complicate closings.
Does defensible space help with homeowners insurance in California?
Yes, significantly. Many California insurers now require verified defensible space compliance as a condition of coverage renewal in Tier 2 and Tier 3 fire hazard zones. Properties with documented compliance are more likely to retain coverage and may qualify for lower premiums. Skyline provides written compliance documentation acceptable to all major California insurers.
What is the Woodside $3,000 matching fund?
The Town of Woodside reimburses homeowners 50% of eligible defensible space costs up to $3,000. You must first receive a WFPD assessment to qualify. To coordinate the assessment process and prepare all required documentation for reimbursement. Contact (650) 851-1594 for eligibility details.
How often does defensible space need to be maintained?
Under WFPD Ordinance 24-01 and MOFD Ordinance 23-03, defensible space is now a year-round requirement — not seasonal. Most Bay Area hillside properties need 2–3 service visits per year: a primary clearance in spring (April–May) before dry season and at least one follow-up in late summer or fall. Skyline offers annual maintenance programs to keep your property continuously compliant.
What is the difference between WFPD, MOFD, and CalFire requirements?
CalFire PRC 4291 sets the statewide baseline (100 ft defensible space, 4-inch grass, 6-ft limbing). WFPD Ordinance 24-01 adds Zone 0 ember clearance, road access requirements, and year-round enforcement for Woodside/Portola Valley. MOFD Ordinance 23-03 adds slope-based brush spacing formulas and a stricter 3-inch grass standard for Orinda/Moraga. Skyline always applies the most restrictive standard applicable to your specific property.
Do you serve the Moraga-Orinda Fire District?
Yes. Skyline regularly serves Orinda, Moraga, Canyon, and surrounding MOFD communities. We are fully versed in Ordinance 23-03 requirements including the slope-based brush spacing formulas (2× height on flat, 4× on moderate slopes, 6× on steep slopes) and the stricter 3-inch grass standard. We provide full compliance documentation for MOFD inspections.
